Jim Bob = American Taxpayer
Rosco = Federal Government

Is the answer all of the above? Some of the Jim Bobs borrowed outside their ability to pay. Maybe the problem is the majority of modern Americans' beliefs including the governmental beliefs, the tax payer / consumers' beliefs, or the corporations' beliefs?
